The break down of license holders by race and gender doesn't represent the population that actually carries or the group that wants a license.
There's the cost for the license and renewing but there are a few hurtles legally that cull out large groups.
-No domestic violence charges. Sounds like a no-brainer but this isn't a conviction, only a charge.
-No pending felony charges. Not a felony conviction, only a charge. Tom Delay got all twisted about this when he had to surrender his license pending trial.
- Can't have a restraining order on the person. Doesn't always mean there was actual threat or action.
- No pending charges for any disorderly conduct, misdemeanor or felony level, Five year delay if there was a conviction for these misdemeanors.
-No deferred adjudication. This is a second chance thing that is similar to probation and if the person completes the period there is no conviction. But there is a record, so no license. No conviction? How about expunging this record? The state says they can only expunge convictions. Crazy circular reasoning.
-Only about 4 years ago were laws changed so that a person who was convicted but had their conviction set aside could qualify of a license. Before that it was the same story. The focus was the was a conviction regardless if it was later set aside.
-No license if behind in child support
-No go if you are behind in taxes within the state
-No license for you if you're in default on an education loan
-Loads of restrictions based on drug and alcohol use
These legal snags don't affect all groups the same.
