I didn't get that from the article but I may just be a naive cynic.
I don't see that coordination is necessary at all in the development of a fascist state. What I got was that We have a bunch of wealthy groups that lobby the government for special considerations that give them an economic advantage. The problem is that most of the time economic advantage comes at the price of the liberty of others. It isn't any different than the Robber Barons of the industrial age or the Cattlemen out west during the mid to late 1800's which is what Sirota is saying. It has happened before, prior to a major upheaval that somewhat levelled the playing field. There is a theory of government called Public Choice that says that politicians generally make decisions on the basis of getting re-elected not with economics in mind. It seems plausible, especially since these powerful corporations and industry lobbies provide significant campaign funding to politicians in both parties.
No conspiracy just good old fashion greed which facilitates the plans of powerful corporations to develop, expand, and protect their power at our expense.
