Mexico news - the birth and death of an anti-gun law bill

On March 8 a bill was introduced in the lower chamber to eliminate (the representative called it "reform") Article 10 from the Mexican Constitution (the equivalent to the Second Amendment), and the current federal firearm laws.

A couple of proposed items:
-Only the military (not the law) will determine what is allowed and not allowed, what type, caliber, model...for sale, possession, ownership, etc.
-Only the military will be allowed to sell firearms/ammo/etc. No more private transactions.

A couple of days later, the press was announcing that it was being withdrawn (also in Spanish):

The Mexican firearm forums are in an uproar still today, after a two day frenzy of email letter writing.

What caused the bill to be dropped? Maybe we'll never know. It was withdrawn way before the news hit the online forums.

What I read did not look like any 2nd Amendment. The proposal says that arms of any kind are the greatest threat to peace and humanity. The proposal says that the War of Independence of 1810 and the Mexican Revolution are examples of the damage that can be caused by arms. Really? WTF?!? Without arms there would be no Mexico, it would still be New Spain or More likely, the United States.

If I am not mistaken, in he proposal they allow for unlicensed possession of firearms at a minimum distance of 5 kilometers but only in .22lr.

I don't think that more guns will make things better in Mexico. I don't really believe that in general. Mexico needs fundamental reform of its entire legal system. They need to address the corruption at the highest levels of government down to the local level. They need to fundamentally address the massive poverty and wealth disparity. Before amending their firearms laws then need to amend the way they treat their people.

The proposal is anti gun. Article 10 of their constitution... is not quite so anti gun.

Of course it's a translation, but still.....
Article 10
Citizens of the republic may, for their protection, own guns and arms in their homes. Only arms sanctioned by the Army may be owned, and federal law will state the manner in which they can be used (Firearms are prohibited from importation into the Republic without proper licensing and documentation. Foreigners may not pass the border with unlicensed firearms; the commission of such act is a felony, punishable by prison term.
