Pretty damn wordy and hard to decipher. This is the first draft and it will either die or morph into something. Let's hurry up and wait to see.

After grinding through this several times I'm not certain this is exactly open carry. I'll check the NRA site (yikes!) for their summary. The bill does seem to be changing the definitions of carry, license, when & where.

I appears Texas is a code state like California, so the author had to strike "concealed" from all of the Texas codes. The last section notes, "The change in law made by this Act relating to the authority of a license holder to openly carry a handgun applies to the carrying of a handgun..." Looks like a license is still required but concealed carry is not necessary, just an amateur reading of the bill.
