I appears Texas is a code state like California, so the author had to strike "concealed" from all of the Texas codes. The last section notes, "The change in law made by this Act relating to the authority of a license holder to openly carry a handgun applies to the carrying of a handgun..." Looks like a license is still required but concealed carry is not necessary, just an amateur reading of the bill.
