8Yes, it is. I had a full length (28" barrel) Ithaca 37 with a regular stock. I filed the Form 1 with BATFE, which makes it legal for me to chop the barrel underneath the 18" limit once I get the appropriate paperwork back (a tax stamp).
It's never really going to leave MI since you have to file paperwork with BATFE to leave the state.
