Ford wasn't speaker of the House though it was his goal, one he never achieved. He was House minority leader when he was nominated for VP. He would have been an interesting Chief Justice, he was a lawyer - Michigan and Yale law. When Burger died Ford was already 73, really too old to be appointed to the high court.

Yes, it was balanced - a Democrat and Republican from the House and the Senate. Ford was the Republican appointee from the House and Hale Boggs of Louisiana was the Democratic appointee. Hale Boggs was the father of Cokie Roberts who we all remember from NPR.
