Border Patrol Accused of 'Unfathomable Cruelty' for Cracking Whips on Haitians

Progressive leaders and activists on Monday reacted with shock, disgust, and condemnation of an immigration system "designed for cruelty" toward migrants following the publication of photos showing mounted U.S. Border Patrol agents using their horse reins like whips to round up Haitian asylum-seekers along the Texas-Mexico border.
The El Paso Times reports whip-swinging agents on horseback charged at migrants carrying food and water as they waded across the Rio Grande near Del Rio, in Val Verde County, on Sunday.
According to the paper:
As the Haitians tried to climb onto the U.S. side of the river Sunday afternoon, the agent shouted: "Let's go! Get out now! Back to Mexico!"
The agent swung his whip menacingly, charging his horse toward the men in the river who were trying to return to an encampment under the international bridge in Del Rio after buying food and water in Ciudad Acuña, Mexico. One migrant fell as he tried to dodge, others shielded their heads with their hands.
In video footage published by Al Jazeera, one Border Patrol agent disparages migrants, saying, "You use your women? This is why your country [censored], because you use your women for this."
As the agents retreated, the Haitians returned to the overcrowded camp where more than 10,000 migrants are waiting to exercise their legal right to claim asylum from political violence and natural disasters.
Haitian officials are asking the Biden administration to halt the internationally condemned expulsions of thousands of Haitians under Title 42, a section of the Public Health Safety Act which former President Donald Trump invoked early in the Covid-19 pandemic to swiftly remove asylum-seekers from the United States.
Even as the Biden administration announced Monday that it would seek to resettle 125,000 refugees in the next 12 months, Haitians in the border camp spoke of desperate needs today.
"Sanitary products, there aren't any. Food, there isn't any either. They don't give you anything," said a man who gave only his first name, Nicolas.
When informed of the Biden administration expulsions, Nicolas—who traveled from Haiti to South America, then across all of Central America and Mexico to reach the U.S. border, told Al Jazeera that "what kills me... is that everyone knows what we Haitians are going through. There's no president. Crime is high. Students can't go to school. There's no work. The economy's down. People cannot put up with that. Deportation is not good for us."
On Monday, White House Press Secretary Jen Psaki called the images of whip-wielding border guards "horrible to watch."
When pressed about whether the agents in the photos should be allowed to act in such a manner, Psaki added: "Of course they should never be able to do it again."
"I don't know what the circumstances would be, it's obviously horrific, the footage," she added. "I don't have any more information on it, so let me venture to do that and we'll see if there's more to convey."
Progressive lawmakers pulled no punches in their reaction to the photos. Rep. Mondaire Jones (D-N.Y.) decried the "unfathomable cruelty" depicted in the images," while Rep. Rashida Tlaib (D-Mich.) used more explicit language.

"It doesn't matter if a Democrat or Republican is president, our immigration system is designed for cruelty towards and dehumanization of immigrants," tweeted Rep. Alexandria Ocasio-Cortez (D-N.Y.). "Immigration should not be a crime, and its criminalization is a relatively recent invention. This is a stain on our country."
Rep. Ilhan Omar (D-Minn.) tweeted: "These are human rights abuses, plain and simple. Cruel, inhumane, and a violation of domestic and international law. This needs a course correction and the issuance of a clear directive on how to humanely process asylum-seekers at our border."
At a Monday afternoon press conference, U.S. Homeland Security Secretary Alejandro Mayorkas praised "the heroic work of the United States Border Patrol" before responding to a reporter's question about the photos by accusing him of "assuming facts that have not yet been determined."
"To control the horse, long reins are used," Mayorkas said, "but we are going to investigate the facts."
United States Border Patrol Chief Raul L. Ortiz added that "operating in a riverine environment on horseback is a difficult situation, and trying to... control those horses so that we do not get in a position where we injure a migrant as they're trying to make that treacherous trek across that river is probably more important than anything, and I'm pretty sure and confident that that's what was happening."
Observers fluent in the history of anti-Black and anti-immigrant violence were confident something else was happening.
Guerline Jozef, co-founder and executive director of the California-based Haitian Bridge Alliance, told Democracy Now! that the photos show "the horrific reality that we are living right now."
Jozef continued:
The pictures you are seeing with this officer on his horse and literally whipping... the Haitian migrants, the Black bodies, that is not a new picture in America. That is the picture of the system, of the anti-Black racism that the system is based upon.
As a Black woman, as an American woman, as a Haitian woman, I am horrified by that picture. I am horrified that today, in 2021, we, as the United States of America, are behaving in such a way, where we literally do not even consider the humanity of a person, so that the world is watching, and that is the picture they are seeing. The picture they are seeing is of men on horseback whipping Black bodies. That is what the world is seeing in America right now.
As numerous conservative observers denied that the photos showed Border Patrol agents whipping asylum-seekers, Project on Government Oversight (POGO) senior ethics fellow tweeted, "How the hell would it even matter if someone is using an object that was marketed and sold as a whip or using some other object to whip a human being? It's whip if it's used as a whip!"
Aura Bogado, senior investigative reporter and producer at Reveal, asserted that "there is no context and there [are] no circumstances under which it's in any way acceptable to whip human beings."
Meanwhile, Haitians languishing in the border encampment expressed confusion and despair.
"We don't have money, we don't have anything. We spent two months getting here on foot," Charles Edirame, who was in the camp with his wife and daughter, told the El Paso Times. "In Haiti, we don't have a president. There was just an earthquake. How can I go back to Haiti? If I go back, I could die the next day."

If this was the Trump administration and not the Biden administration, this would have been all over the news for days. Glad people are complaining about it, this wasn't acceptable there are other ways of blocking entry. Haiti is the poorest nation in the western hemisphere and maybe the most corrupt. We've poured money into that country during past disasters and it didn't seem to change much. The legacy of decades of Papa Doc Duvalier and other corrupt politicians.

As a reasonable liberal, I find myself stuck somewhere between "as ye have done to the least of these, ye have done unto me" and "to control the horse, long reigns are used." Is it super fucked that our reaction to people in need is to herd them back into the river using dudes in body armor on horses? Yep. Is it also sort of ridiculous to imagine that you can just show up at the border and expect 3 squares and housing? Yep. This feels like a lack of managed expectations on both sides.

Hunger and desperation makes people do desperate things, Crow... I doubt if they had a plan other than survival at all cost. Huge waves of migration due to famine, war, and natural disasters are on the rise. This kind of response to human suffering will become more commonplace. But it’s not right.

The people smugglers are the criminals behind the migration of Haitians, just like they are behind the migration of Central Americans to the US border. Haitians didn't walk here, Haiti is part of the island of Hispaniola and it takes a boat or plane to get off that island. DOJ, DHS and Treasury should use more resources to arrest, prosecute and jail the people smugglers especially those at the very top and penalize boat/ship and plane owners using RICO to seize their assets.

Most people fleeing their home countries cannot access humanitarian protection.
Each year, the United States sets a numerical limit on how many refugees will be admitted for humanitarian reasons. To be admitted as refugees, individuals must be screened by multiple international and U.S. agencies and demonstrate a “well-founded fear of persecution based on race, religion, membership in a particular social group, political opinion, or national origin.” Asylum seekers are individuals already in the United States who fear returning to their home countries, and who must prove they meet the definition of a refugee.
An immigrant does not qualify as a refugee or an asylee because of poverty or difficult economic conditions in their home country. Most unauthorized immigrants are ineligible for asylum because the law generally requires someone to file for asylum within one year of entering the United States. There are other more limited forms of temporary humanitarian protection available, but these are rare.

Also, Biden charged Harris with overnight of the immigration issues at the southern boarder. The situation is horribly complicated and, as usual, being handled horribly.

Yesterday Alejandro Mayorkas made it perfectly clear that if you enter the United States illegally you WILL be sent back. This addressing the Haitian issue at the border.

I'm pretty conflicted. My humanitarian side says let them all in. My practical side says shit's already groaning here (not to say we couldn't afford it, just that we don't seem willing to do so). What is clear is that we need a comprehensive and funded immigration policy.

What is the difference between the Haitians now and the Cubans we let in decades ago or the Eastern and Southern Europeans that came here 150years ago? I know these people are Black and descendants of rebelling slaves.

How about we stop fucking over the nation of Haiti so they might want to stay in their own country? Same goes for Mexico, Guatemala, El Salvador, Colombia... Okay, really the entire western hemisphere. I mean, is there a nation in the western hemisphere we haven't invaded or overthrown their government?

Times change, 150 years ago or even 100 years ago we let a lot of people into this country and then the criteria for immigration changed. In 1986 Republicans and Democrats came up with an immigration reform bill and Reagan signed it into law even though politics was divisive at that time. Now politics is a blood sport, people don't listen they just paint their opponents as less than human. We do need a new immigration policy, but it's at a deadlock between those arguing for a skills based immigration system as opposed to the family-based immigration system we now have.
Biden's nominees to head up Customs and Border Protection (CBP) and ICE still haven't been confirmed by a Democratic controlled senate, both nominees work in local law enforcement so I don't know what the hang up is. So CBP and ICE have acting heads running those agencies, not the best leadership if you're expecting systemic organizational changes.

The US invaded Canada in 1775 (technically before there was a US), and 1812. There was also an invasion of the Finnian's in the 1920's (IIRC). They were a group of pro-Irish Americans from Illinois who decided since they couldn't attack the Brits, they'd just attack one of their properties. They invaded some small town and pretty much got their asses handed to them. Well the US didn't exactly discourage that raid.

The two sides are generally not being reasonable. The left wants pretty much open borders, and the right wants walls, mine fields, snipers... oh, and they want to deport 20 million people at a time when the US is desperate to expand our population. There are some sane people in the middle, but they are few and thus far seem to have almost no voice at all.
Clearly we have a border problem, but neither side will get off their cable news rhetoric long enough to address the problem. So it will just simply get worse.
