One of them makes it a felony for doctors to ask patients about firearms in their home. The Miami Herald has an OpEd about it here:

Sen. Joe Negron, R-Stuart, filed a bill that would limit gun regulation to the state, and prohibits local government from passing or enforcing gun regulations. Rep. Matt Gaetz, R-Fort Walton Beach, is preparing a similar bill.
Hmm, this one seems odd. We already have a preemption law at the state level concerning firearms laws. The only exception to this that I know of concerns mandatory waiting periods, which are currently up to the individual counties. I don't think, however, they are allowed to make you wait more than three business days per the statute unless there is an issue with the NICS authorization.

Note: personally, I am all for removing waiting periods. I support the NICS, but see very little value in waiting periods.

Could be it provides guidelines for penalties to any local regulators who attempt to create such laws and provide a clearcut means by which they can be prosecuted.

We have preemption here in Pennsylvania but it hasn't stopped a bunch of cities from violating it. The problem is there isn't an easy or clearcut way for people to pursue prosecution of lawmakers who violate preemption , and the penalty for violating preemption is just a summary offense.
