So manufacturing and work is something that takes place in one state at one time, huh? Then, what about my business when it grows larger and I have offices and factories and warehouses in, say... dozen states? When that happens, I might be forced to abide by the federal law in the meantime if my states allows it, or haven't legislated against it yet, I can have children working for me.
Hey, we already have states like that. They are called "right to work states". Don't understand why they call them like that because whenever I was unemployed, I couldn't exercise my right!

Check out the Northern Mariana Islands (US commonwealth), pretty sure we already do that.
