I call bullshit. One CANNOT make a machinegun legal by 'registering' it. The last act of that type was the amnesty granted with the '68 GCA, to bring a whole lot of previously unknown guns under the National Firearms Act of '34.
The supply of transferable (meaning being able to be bought by an approved purchaser) is limited due to the '86 machinegun ban (meaning no more can be legally made from scratch or by conversion of a semi-auto look-alike).
There is a BIG difference between a class 3 dealer and a private collector. The dealer is referred to as an 'Occupational Taxpayer' and has yearly fees associated with their license, is subject to periodic inspections by the ATF, and can in certain instances obtain many NFA items as 'sales samples' for demonstration to law enforcement agencies. These samples can only be sold to other dealers or surrendered to the ATF if they go out of business. CL3 dealers do not pay a transfer tax on NFA items coming or going into their inventory.
A private collector, such as myself has to obtain NFA weapons from either another collector with a listed gun or dealer, and each regulated transfer is subject to the tax (either $200 or $5, depending on what category the weapon falls under). This activity can take as long as a year to grind thru the annals of government ops that are in no particular hurry. The good thing is you are not subject to inspections, and you can will it free of transfer tax to a family member upon your death. Otherwise, you can do whatever you do with any non-NFA gun. A private collector DOES NOT have a 'license' for their NFA stuff, and each gun or suppressor is a separate item subject to transfer protocol.
Having to engrave your name, state, or some such is BS: the description of the weapon with dimensions, maker, and serial number is on the document, along with a really pretty cancelled stamp from 1934 and your potograph. If one is out shooting it and LE wants to make sure you're legal a quick look to match up things and you are on your way. I've never had to produce docs, BTW. Otherwise, they have to get a warrant to inspect your premises. Wise shooters make copies and keep the original document in a safe place.
Not that a lot of you give a shit about such things, just sayin' accuracy counts.
