Oooh, my first two recommendations won't sit so well here: "Basics of Pistol Shooting" and "Basics of Rifle Shooting" from the NRA. They're both pretty non-political and are packed with good info.

Other than that:

The Army Marksmanship Unit's Pistol Marksmanship book. (Published under several titles.)
Brian Enos' Practical Shooting: Beyond Fundamentals.

For history:

Just came across this thread (don't look in here often...), and would like to recommend

The Rifle in America by Philip B. Sharpe (3rd edition, 1953; Funk & Wagnalls, 800 pages)

It's worth keeping an eye out for at gun shows, used bookstores, etc. First edition was 1938; it was revised & enlarged for the second edition in 1947, and an updated supplement was added for the third edition. It's an excellent in-depth reference work, covering flintlock to post-WWII rifles and ammunition.

I'm still looking for Sharpe's prewar book on reloading to add to my reference library.
