Balcony sniper shoots, kills 8-year-old girl's puppy with pellet rifle, cops say
Johansen Concepcion De La Ros, 19, told police the puppy walked into the line of fire around 6:30 p.m. as he was shooting toward a lake from the apartment balcony. He claimed it was all an accident.

But the friend who was with him on the balcony tells a different story.

Daniel Alvarez told police Concepcion De La Ros showed up to his Davie apartment with a pellet rifle.

"Johansen Concepcion De La Ros was on a second floor balcony when he saw a couple walking their tiny 8-month-old dog 'Princess' on the path around the lake. De La Ros had a high powered pellet rifle with a scope. He took a knee, lined up the cross hairs, and took a shot killing the little dog. The dog's owner didn't know what had happened when Princess began to bleed from the mouth," the post reads, in part.
The 6-pound dog died within minutes.

Police arrested 19-year-old De La Ros on charges of animal cruelty. According to an arrest report, a friend told officers that Concepcion De La Ros looked through the rifle scope and said: “I’m going to shoot the dog.”

He needs to be locked up before he escalates from the "thrill" of killing peoples' pets in front of them to the "thrill" of killing people. Because serial killers usually start out that way.

He killed somone's pet, a puppy, while his owner was walking her! That's not hunting for sport, that's sadism, pure and simple. He got off seeing the dog die, and seeing the anguish of the owner. Plus firing AT people is probably a felony all on its own. Plus, from a legal POV, it's also willful destruction of property, as well.

A man was arrested in Florida Saturday after he shot and killed an 8-month-old puppy with a high-powered pellet rifle from a second-floor balcony, according to police. The David Police Department said in a Facebook post that Johansen Concepcion De La Ros, 19, faces a charge of felony cruelty to animals. The incident happened around 6:30 p.m., when the owners of the dog, named "Princess," were walking the animal around the Centro Apartments, located about 25 miles north of Miami. Police said Ros, while armed with the pellet rifle with the scope, "took a knee, lined up the cross hairs, and took a shot, killing the little dog."

The dog's owner didn't know what had happened when Princess began to bleed from the mouth, and was able to seek help from an off-duty officer from the Pembroke Pines Police Department who happened to be driving in the area at the time and saw the incident. Police posted photos showing in graphic detail the dog after it was shot, with blood on its mouth and on a sidewalk. When officers went to the apartment where the shot was fired, another man inside identified as Daniel Alvarez told police Concepcion De La Ros had said in Spanish, 'I'm going to shoot the dog," WPLG reported.

Police said the dog was taken to an animal hospital, where it determined the pellet traveled through the puppy's chest, killing it. "Princess was an 8-month-old puppy who belonged to the 8-year-old daughter of the parents who were walking it, police said. "The family just moved to the area the prior day from out of the state.
