No, just regular stupid. Probably doesn't know one end of a gun from another. No one with a minimum amount of knowledge would do that. Odds are he bought that AK-variant the morning of. Hell no. The OC dimwits will be back the next session of the Legilizards to try and get the CHL requirement removed.
