I ran across this earlier today found it interesting. First of all, there is no one single Terrorist watch list. There are several list which depending on what the mood of the day is at DHS, they look at. Everyone from local and state police to FBI, CIA, BAFT, DOD, TSA, and even Dept of Ag can have their own watch list of possible terror suspects. Now how does one get on one of these many list, and being on anyone of them means your on the Terrorist Watch List that we hear so much much about.
Why your nominated for a spot! Just like for an Emmy or Grammy, you get Nominated. The big difference is that the chances of your nomination being chosen for a spot on these list are around 96%. Yup, only around 4% of those nominated have ever been rejected. In fact, Nomination is usually enough for whoever is looking at your nomination , to go ahead and put your name on that list. No further evidence or proof required. Just your name, address, phone number, and a brief description if available , and you too can be on The List.

I have also read on some sites that even a disgruntle EX, co worker, boss, neighbor , or just a nut job who dislikes you for whatever reason , if they report they suspect you to be a terrorist to one of he agencies that are more relaxed in their procedures , like local police who may just key your name into the nomination form without following up on the call, then you have a good chance of being on the list. And as we all know, once on that list, its hard to find out if your on it, until its too late [ like after buying your plane ticket to France , or maybe soon , purchasing a firearm ] and even harder to get off the list..
