The legal system that continues to punish is a pet peeve of mine. It was a Dem gov that did this and I bet this generates theories by the more punitive crowd.

There is a marvelous group of bleeding heart liberals called "Kentuckians for the Commonwealth". While most of their work has been environmental in nature (particularly in the Appalachians coal mining areas) they work on other issues as well. Voting rights restoration is one of them. Approximately 144,000 non-violent offenders regained their right to vote.

The governor is being criticized for not doing this before the election, since the democrats lost in many races, including governor.

What's to keep the next Governor, a Republican, from saying that was a mistake and issuing his executive order resending this order? Can't have them jailbirds voting. They might vote democratic.

It is Kentucky where God rules in certain counties. Also the Republicans have done a pretty good job with denying abortion rights to women and even voting rights to minorities after those rights were given.
