It looks to me as though the brakes failed. The chain started out slowly (in fact, it looked as though the chain stalled at times and the guy was trying hard to get it to work)and accelerated smoothly, as you would expect from a "natural" fall. If it had snagged, it would have snapped taut and continued to play out at a constant rate.

Was fun to watch (on video) though. :)

A few years ago on Deadliest Catch, the Northwestern lost its anchor and chain. I remember Sig Hansen saying that he can always buy a new anchor, but the chain is the expensive part. The chain on this video looked pretty bloody EXPENSIVE! And there was a lot of it. :o

is it the Reagan Public Library or some other Right wing conservative structure ? That would explain it..
