IIRC, Kroll is a Rethug appointed by walker who doesn't believe the government should manage game or provide public hunting land for the common man. He is an advocate of privately owned high fence hunting. If you ain't got the money for it, well, fuck you, serf!
I think this is likely some sort of veiled step towards his vision. A little fact fact checking is in order here but I have paying work that needs to be done.

It is the only good thing the Walker administration has done. Our farm is the epicenter of the WI CWD map. The traditional hunt was always 10 days with Thanksgiving in the middle. It maximized the opportunity to hunt for most working folks. It coincides with the rut. Everything about it made sense. All the early CWD hunt did was disrupt the deer's normal patterns. It convinced the deer to become nocturnal. Every thing the DNR promulgated to combat CWD resulted in more, not less deer.
