Originally, he told police he stopped a suspicious vehicle and when he approached the car, an occupant of the car got out and fired at him, hitting him in the chest police said.

Tuesday night, police released the findings of their investigation. Cousin fired a shot into his bullet proof vest from a gun at his home, police said. He later put that vest on, drove to the swim club and fired three shots into the air. He also created the story about the alleged car he pulled over.
Really, could Ofc. Cousin have thought for a second that he'd pull this off without anyone asking any questions?

I'd think the lack of bruises on his chest would be a bit of a giveaway...

With the department for three years. Did Bucks County decide to save money by cutting back on candidate screening?

Beats me. Chalfont is a tiny, affluent burb with a police force of 7 (now 6, I guess). They reported a grand total of zero violent crimes for 2010, so it's not like this would have gone unnoticed.

Ah! Button-hole shirt-tail relative of some town big shot. (Cynical? Moi?)

Typical Bucks County. In Philly, a cop only would have done it to cover up a shooting. Priorities, ya know?
