Don't call these police.

"A San Diego County Sheriff's deputy wounded an East County homeowner Sunday night while searching for a prowler, homicide detectives said. The shooting happened in the back yard of a home in the 200 block of Via Tapia in the unincorporated La Presa area between Spring Valley and Lemon Grove.Deputies began searching the area. At some point, one of them shot the woman living on Via Tapia in the arm as he was looking for the prowler in her back yard. The woman did not have a weapon"

Shoot the prowler yourself

That's why the cops tell people to stay inside. It looks like she did not.

I like the sheriff's explanation:

http://www.10news.com/news/31368883/detail.html
Gore said the deputies thought Orey's open gate looked suspicious, so they went into her backyard. The deputies ran into Orey, and one of them had a "spontaneous reaction."
Well, I guess that's a way to spin it.

By the way, it appears the family of the victim says she was shot in the chest, not in the arm. See the news story I link to above.

Too long, didn't read Recap for folks...

Lady 1 of leigh ave calls the cops for ski mask guy.
Cops don't find him, begin searching the area.
Two blocks away, the cops creep into a backyard on Via Tapia.
Lady 2, who reportedly is a member of the navy air and sea rescue team, challenged the people creeping in the dark.
The creeping police shoot lady 2 in what the sheriff called a "spontaneous reaction".

Egads.

Edit: Yeah, just glanced at the area on google earth. There are AT LEAST ten houses between the original call and where they shot Orey. It's one of those developments where streets end cul de sacs, where leigh ave and via tapia don't even touch each other.

Double egads.
