That was probably 1/10th of what they spent on bribes last year.
Symbolic at best, more of a 'we were fined so look the other way already' gesture.

So, they can pay a 'fine' to avoid prosecution for arms trafficking? It sounds to me like the DoJ was bought-off.

That was my thought, too, when I read this blurb in the paper.
To Blackwater/Xe, this is a slap on the wrist, factored into the cost of doing business. Ask yourselves what would happen to YOU if convicted of the same crimes.
At a minimum, I would like to see the corporate death penalty (revoke their charter), plus executives getting prison time.

Yet more power to my agreement with Thomas Jefferson that corporate charters should have an expiration date and a 'cooling off' period between filings for the same company. No change in board members/upper management, no change in company's business plan and no immediate allowance for a charter renewal.
