I sure do not agree with the proposal to affect online ammo sales. However, ammo is not "arms" as defined in the Constitution, so it is possible there will be sponsors galore.
I do not think it will survive the House.
I find it strange to be thankful sometimes for stubborn republicans.

The constitution does not define "arms." They can put forth legislation on the basis that "ammo" is not "arms" but I doubt this would survive a constitutional challenge. Free speech covers much more than mere words.

Forget the constitutional reasons and go for the very fact that the price of ammunition will sky rocket. You're cutting out a huge source of supply and an industry that revolves around online sales of ammo. Sending it to a FFL instead of right to your door can be irksome, but not unreasonable.

Irksome? Not for me, when I order ammo online I'm usually waiting for it to come in before I can go to the range. Not having to lug it up there means less hassle for me, not more. But I get your point.

THe templates from which the 2nd were drawn, did define things more explicitly (along many vectors, defining the militias composition as all male citizens of a certain age range, etc), in that some of them said things like "a brace of pistols and holsters, a rifle, a pound of powder, some number of cartridges and a sword" (obviously paraphrased, different states said different things when they codified it into their constitutions).
I cannot stress enough that I think anyone who argues at a consitutional level should read the "Founders Second Amendment"
Unlike the other book I just asked about, it is a fairly well referenced, dispassionate accounting of facts related to the history leading up to the BOR.
In short, if I were a legal scholar, I imagine I would agree with the assertion that this would fail a constitutional challenge

Los Angeles City requires ID when purchasing ammo in store. It only applies to "face to face" retail sales inside LA city not all of LA county, but almost all online retailers assume it applies to all sales, including online sales, and refuse to ship to LA addresses, sometimes the whole county. I understand they're not lawyers and just don't want to deal with it, but it can be a huge drag on those of us who have LA city zip codes and don't have the option of having our shipments sent to adjacent areas out side of LA city.
This is one major reason I don't own a Mosin or a AK chambered in 7.62 or 5.45x39. The cost benefit from the ammo is pretty much canceled out, we also can't shoot magnetic ammo most of the year, but that's another story.
OTOH, if I owned a mom and pop brick and mortar store I'd be all for something like this passing, for obvious reasons.

That said, I have to do the same thing in MA. Not just my ID, but my permit. For ammo, and for powder.
it is illegal to ship any part of a catridge to my home, some retailers even take that to mean lead balls for black powder applications. Powder and bullets come from the LGS.

Only if you deal with vendors that can actually read...seems to be fewer of those every month when I talk to my friends just west of Cook County. Then again, Aurora has its own...issues.
I swear it'll take me a lot to move back across the Mississippi. Missouri may have fucked up a lot of stuff but not anything firearms related.

I can't even get a red rider shipped to me I had to use my mom's address. But a complete upper right to my door no problem.

Here i am less than forty miles away in the same damned state and i can get unlimited ammo delivered to my doorstep without a signature - but i can't even take possession of an LGC emblazened AR lower without first obtaining a permit from the local constabulary(which is still a long way down my ever-growing list of "need to do" stuff).
This state is the last bastion of feel-good firearms regulations because Cook County rules the state.
