I'd disagree on the "catch them in the act" part, as I'm not really sure where you're drawing the line at "acting". Regardless, I don't see this as the most effective way to ensure the safety of the USA, let alone any ethical concerns. Raining hellfire from the sky on unsuspecting villagers is something generally reserved for the Old Testament, and we see what
that got us.
