There is a process.
First, a U.S. president does have uniquely sweeping declassification abilities, though there is a process that involves written documentation and several other steps.
It's not the case that a president can declassify documents with just verbal instructions. His instruction to declassify a given document would first be memorialized in a written memo, usually drafted by White House counsel, which he would then sign.

It is interesting as to what the process is in handling the top secrets documents. I assume they have updated the process to include using computers to type the documents and print them out. Here's the steps they could take to prevent this from happening again.

The Document is created on a computer that has no link to the outside networks. It uses a set form with the White House header and Footer or the printer is loaded with that paper that has it.

The computer can also be linked to a signature Pad that allows for electronic signatures. The document should have all the classification of secrecy status printed on it along with the archive data need to store the document. along with that in the case of Classified documents there should be a go or no go to allow him to take the documents outside the government grounds.

The President will sign the document electronically using, an electronic Sharpie in the case of TOS, Stylus .

Then it is printed and sent to storage and is segergated into the go/no go boxes. The electronic data is encrypted, copied and stored in separate safes with electronic access to the data only by the archivist with Top Secret access and with other officials with Top Secret access present.

Upon the president completing the last term the archive can determine what document can be sent to his library and what document stay in the archive. In fact the go documents could have copies made and those sent to the library, keeping the original copies in the archive.

In fact the archivist should be there when the president starts boxing up to move and during the move to insure what belongs in the White House stays in the White House.

Knowing TOS he probably has taken the china, flatware, glasses, napkins, sheets, towels and anything that has any presidential marking on it. He is leaving the toilet paper since he used documents to wipe his fat ass.

Appearing on MSNBC on Sunday afternoon, one of Donald Trump's biographers speculated that the former president might have thought he could cash in on some of the documents that he took from the White House that the FBI confiscated from Mar-a-Lago on Monday.

Trump may have had a childlike fascination with some of the papers he took and thought he could sell them at some point.

The NY Times reports that he may be in deeper trouble.
"The Justice Department also subpoenaed surveillance footage from Mar-a-Lago recorded over a 60-day period, including views from outside the storage room. According to a person briefed on the matter, the footage showed that, after one instance in which Justice Department officials were in contact with Mr. Trump’s team, boxes were moved in and out of the room," Maggie Haberman and Glenn Thrush reported. "That activity prompted concern among investigators about the handling of the material. It is not clear when precisely the footage was from during the lengthy back-and-forth between Justice Department officials and Mr. Trump’s advisers, or whether the subpoena to Mr. Trump seeking additional documents had already been issued.

Former federal prosecutor Renato Mariotti noted the story and tweeted, "It sounds like DOJ has reason to be concerned that it *still* may not have recovered all of the classified material taken by Trump."

Disbelief as foreign press covers Trump’s classified documents scandal

The international press has been following Donald Trump’s classified documents scandal and four key countries may have significant national interests at stake if any of the information was compromised.

"When Donald Trump's Florida home was searched earlier this week, it unleashed a political firestorm unlike anything in recent memory," British Broadcasting Corporation (BBC) correspondent Gareth Evans reported. "The FBI took 11 sets of classified files in total, including four that were labeled 'top secret'. Three sets were classified as 'secret documents' and three were 'confidential.'"
On the other side of the world, the Australian Broadcasting Corporation (ABC) was also covering the scandal under the headline, "Donald Trump's Mar-a-Lago was a 'nightmare' environment for housing classified documents, experts say."
"Early in his presidency, he spontaneously gave highly classified information to Russia's foreign minister about a planned Islamic State operation while he was in the Oval Office, US officials said at the time. But it was at Mar-a-Lago that US intelligence seemed especially at risk," the Australian network reported.
The Canadian Broadcasting Corporation (CBC) used the headline, "Trump under investigation for Espionage Act violations, FBI search warrant reveals."

"US media speculated they feared nuclear secrets could get out without urgent action," CBC reported.

Radio New Zealand (RNZ) featured the headline, "FBI removed top secret documents from Trump's home, Justice Department says."
These four countries may have important self-interest in whether the documents were compromised. Included in the 15 boxes recovered from Mar-a-Lago in January were reportedly "signals intel" information.

Australia, Canada, New Zealand, the United Kingdom, and the United States together form "The Five Eyes" — which the UK Defense Journal describes as the "intelligence alliance of the Anglosphere."

Republicans stepped up calls on Sunday for the release of an FBI affidavit showing the justification for its seizure of documents at former President Donald Trump's Mar-a-Lago home amid reports of heightened threats against federal law enforcement personnel.
Republicans are calling for the disclosure of more detailed information that persuaded a federal judge to issue the search warrant, which may show sources of information and details about the nature of the documents and other classified information. The unsealing of such affidavits is highly unusual and would require approval from a federal judge.
Separately on Sunday, the bipartisan Senate Intelligence Committee, led by Democrat Mark Warner and Republican Marco Rubio, asked the Justice Department and the Office of the Director of National Intelligence to provide the seized documents on a classified basis. A spokesperson for the committee, charged with oversight of the handling of classified information, said the two senators had also requested "an assessment of potential risks to national security" as a result of possible mishandling of the files.

Maryland governor Larry Hogan, a Republican moderate, described attacks by party members as both “absurd” and “dangerous”, after a week in which certain Republicans have compared the FBI to the Gestapo and fundraised off the slogan: “Defund the FBI”. Speaking to ABC News on Sunday, Hogan described the comparisons of the FBI to Nazi Germany’s secret police, made by Florida senator Rick Scott, as “very concerning to me, it’s outrageous rhetoric”. Hogan’s comments were followed by remarks from Arkansas’s Republican governor Asa Hutchinson, who appeared on CNN on Sunday and partially mirrored his Maryland counterpart. “If the GOP is going to be the party of supporting law enforcement, law enforcement includes the FBI,” Hutchinson, a former US prosecutor and private practice attorney, said. He added: “We need to pull back on casting judgment on them. … No doubt that higher ups in the FBI have made mistakes, they do it, I’ve defended cases as well, and I’ve seen wrong actions. The Republican congresswoman from Wyoming Liz Cheney, a ranking member on the House committee investigating the January 6th attack on the US capitol, has condemned her colleagues’ rhetoric as “sickening”. “I have been ashamed to hear members of my party attacking the integrity of the FBI agents involved with the recent Mar-a-Lago search,” Cheney wrote on Thursday. “These are sickening comments that put the lives of patriotic public servants at risk.” Her stance is slowly being mirrored by other House Republicans after the warrant was made public on Friday.

Law enforcement agencies are warning of “an increase in threats and acts of violence” directed at FBI personnel after agents executed a search warrant of former President Donald Trump’s home. Alongside the Department of Homeland Security, the bureau issued a joint intelligence bulletin on Friday describing an “unprecedented” number of such threats posed at government officials, POLITICO confirmed. The bulletin said the threats were “occurring primarily online and across multiple platforms,” and that some were specific in identifying proposed targets and tactics, as well as weaponry.

Trump's DOJ won a 2018 case that undermines claims about his broad declassification powers

Allies of former President Donald Trump have claimed that he unilaterally declassified every single government document that he took with him to Mar-a-Lago on his way out of the White House in 2021.

Many legal experts have cast doubt on claims that Trump can simply will documents declassified without going through any kind of formal process, and New York Times reporter Charlie Savage points to a case won by Trump's own Department of Justice in 2018 that rebuts the theory that presidents have near-omnipotent declassification powers.
The Trump DOJ pushed back on this, however, and successfully argued that mere presidential proclamations are insufficient to formally declassify documents.

"The Times cites no authority that stands for the proposition that the President can inadvertently declassify information and we are aware of none," wrote the Second Circuit U.S. Court of Appeals in its decision against the Times. "Because declassification, even by the President, must follow established procedures, that argument fails."

Because we are a democracy, it is no surprise when the institutions of an administration serve to reign in that leader’s power. Kings, dictators and autocrats do not understand nor like that. They do not actually like the Rule of Law.
