First off, poor or minority. After that, discretion of the judge.
In Florida, red-flag orders were granted 2,227 times between March 2018 (when the law took effect) and July 2019. State judges granted petitions for temporary orders about 97% of the time and granted petitions for final orders 99% of the time.
