Giffords Applauds New Legislation to Ban Machines Used to Build Dangerous, Untraceable, Unlicensed Weapons
July 2, 2020 — Giffords, the gun violence prevention group started by former Congresswoman Gabrielle Giffords, welcomes the new bill introduced by Rep. Jamie Raskin (D-MD) aimed at stopping the spread of machines used to build ghost guns. The Stop Home Manufacture of Ghost Guns Act bans milling machines specifically designed to convert unfinished frames and receivers into fully-functional, untraceable weapons. This legislation complements the Untraceable Firearms Act, sponsored by Rep. David Cicilline (D-RI), which prohibits the manufacture and sale of firearms that do not have serial numbers.

Ghost guns, also known as DIY guns, can be built at home without a manufacturer’s license. Readily available online, ghost gun kits include an unfinished version of the gun component that holds the firing mechanism, called a receiver or a frame, which can be easily completed using simple tools available at any hardware store. Programmable milling machines that are specially designed to turn 80% frames and receivers into functioning firearms make the process even easier, allowing for mass completion of operational weapons. The Stop Home Manufacture of Ghost Guns Act would prohibit anyone who is not a licensed firearms manufacturer from having such a machine.
In some areas of California, as many as 40% of crime guns recovered by ATF agents are ghost guns. Criminals have also used ghost guns with devastating consequences recently, including high-profile tragedies in California and Washington and the murder of two California law enforcement officers by a member of the “Boogaloo” movement. Giffords recently launched an initiative with several resources exploring the dangers of ghost guns.
RASKIN, CICILLINE INTRODUCE LEGISLATION TO STOP HOME MANUFACTURE OF “GHOST GUNS”
The Raskin-Cicilline legislation will prohibit the sale of metal milling machines that turn private individuals into de facto gun manufacturers and dealers in their own homes. These types of machines are readily available and reasonably inexpensive for someone seeking to finish and sell black market weapons. Just as there is no background check or oversight over the sale of ghost gun kits, there is also an absence of regulation of these milling machines.

This bill complements and backs up the Untraceable Firearms Act, H.R. 3553, which prohibits ghost guns by also prohibiting private individuals from owning machines that have a primary purpose of finishing firearm receivers and frames to create a functioning gun at home.

“The terrible threat of ghost guns to public safety is growing on a daily basis,” said Rep. Raskin. “It is time for Congress to ban ghost guns and the flourishing traffic in the technology which manufactures them. Law enforcement is finding that ghost guns compose a growing share of weapons used in deadly crime. Let’s act now as an institution to remove this increasing and lethal threat to our people.”

I can make anything via CNC so if they want this to be effective they will have to ban or regulate all CNC machines now extant because they all can make guns. And actually some stuff that if weaponized will be a lot more deadly than a gun.

A blacksmith friend of mine made his own steel and built several semi automatic pistols with basic tools like files and drills and vertical mill and a lathe...by hand. And they were damn nice. We won't stop weapons procreation or violence by taking away machines. But that point is moot now...

Wait until they find out a cheapo battery powered drone can be easily fitted with home made explosives and make a poor mans Hellfire for a few hundred dollars. That'll keep 'em in a panic.

The lone street that runs across the village is lined on either side with shops where revolvers, automatic pistols, shotguns and Kalashnikovs line the shelves. These are manufactured by the villagers from scrap metals from shipyards using simple hand tools and a small drill press, inside hundreds of closet-sized rooms located in the back alleys and side streets. Nearly seventy-five percent of the population is involved in the gun business, and the skills required to produce a working replica has been handed down from father to son through several generation. Sold often at a fraction of the price of the originals, many of these guns find their way into Afghanistan and possibly elsewhere. Allegedly, a large number of guns and ammunition used by the Taliban has been traced back to Darra Adam Khel.
You don't need a cnc setup to make a gun-even an AK.

Yes. This is a can of worms that should not be opened.

Whatever happened to finding root causes. I forgot they’re not interested in finding out why just eliminating tools and now restricting who can manufacture.

Seems to me that most of the folks involved with "fixing" our gun violence problem are mostly concerned with confiscation, infringement of other people's Rights, and disarming the US and not at all with solving gun violence.

We are being herded by people with an agenda of disarming America and I am constantly wondering why.

This discussion needs a reframe and we as a group should lead it. It’s violence not “gun”, “knife”, or any other descriptive just plain violence. Even here people play their game by using the term “gun” to describe violence. It defines the problem and frames it by the object and not the underlying reasons for violence. This is where this fight needs to be fought, at it’s frame. Words matter.
