I think it depends on your location. Here in WA I have not noticed a huge run on supplies at the chain stores. I have not been into an LGS since January so I can't speak to supplies there. But You can get a good single stage press for not a lot of money and you can get a get to get you started for less $150. Reloading shot shells is even less expensive. Then just pick up some reloading manuals (i use three for cross reference) and start shopping around for your materials. Even if you can't get stuff right away I bet you can lay it in a bit at a time and get up an running before too long. Reloading is very satisfying on many levels.
